How to Read Your Meralco Bill: Every Line, Explained
Nobody reads the middle of a Meralco bill. You read the amount due, maybe the kWh, and you file the rest under “charges daw.” Fair. But that fine print answers a question people ask us constantly — why is my bill like this? — so here’s every line, what it’s for, and the honest answer about which ones you can do anything about.
The big four
Generation charge — the largest slice, ₱9.2504/kWh at the last published figure. This is Meralco buying the actual electricity from power plants, passed through at cost. It moves every month with fuel prices, the spot market, and the peso, and it’s the line that caused June’s increase. If you have solar, this slice is also what your net-metering export credit is pegged to.
Distribution charge — the poles, wires, transformers, meter readers, and billing systems. This is the part Meralco actually earns; everything else mostly passes through.
Transmission charge — NGCP’s toll for hauling power from plants to the Meralco area on the high-voltage grid.
System loss charge — your share of electricity that left a plant but never reached a paying meter: line losses plus pilferage. Regulation caps how much of this can be passed to you.
The small print
Subsidies (the lifeline discount that low-usage households receive and the rest of us quietly fund, plus senior citizen subsidies), universal charges (missionary electrification — keeping the lights on in off-grid islands — and an environmental charge), and then the government’s cut: franchise tax and VAT. Notice VAT applies on top of several other lines. A tax on charges. Yes, really.
So which lines can you reduce?
Here’s the part that makes the whole table simpler than it looks: every single line is billed per kWh. There is no line you can negotiate, but there’s also no line that survives a kWh you don’t consume. Use less, or generate your own by day, and you avoid the entire stacked ₱14.74 — not just the generation slice.
That’s why efficiency math and solar self-consumption math both use the full rate, while exports only earn the generation portion. Consuming your own sunshine dodges every line on this page; selling it back only dodges one.
